CEO Qualifications

A Master’s degree in hospital administration and/or business administration preferred.

A minimum of 5 or more years of demonstrated successful leadership in a healthcare facility, which includes but is not limited to: building relationships with board members, physicians, hospital employees, and community; growing hospital revenue to meet budgetary goals and objectives; and meeting necessary regulatory and compliance approvals and quality accreditations.

Responsibilities

The Administrator shall be delegated the responsibility for overall administrative management of the Hospital in accordance with law.  He shall be given the necessary authority to effect this responsibility, subject to such policies as may be adopted by the Board, or any committee to which the Board has delegated power for such action to the extent permitted by law.  He shall, unless otherwise expressly provided, be an ex officio member of any and all management committees and shall act as the duly authorized representative of the Board in all matters except those in which the Board has formally designated some other person or group to act.  Specifically, he shall:

Be responsible for implementing established policies in the operation of the Hospital;

Provide liaison among the Board, the Medical Staff, and the departments of the Hospital;

Send periodic reports to the Board and to the Medical Staff regarding the overall activities of the Hospital, as well as on appropriate federal, state and local developments that affect the operation of the Hospital;

Provide the Hospital’s professional staffs with the administrative support and personnel reasonably required to carry out their review and evaluation activities;

Organize the administrative functions of the Hospital, delegate duties, and establish formal means of accountability on the part of subordinates;

Be responsible, except as otherwise provided by the Board, for selecting, employing, controlling and discharging employees, and for developing and maintaining personnel policies and practices;

Establish such Hospital administrative departments as are necessary, provide for departmental and interdepartmental meetings, and attend or be represented at such meetings;

Assist in annually reviewing and updating a capital budget and preparing an operating budget showing the expected receipts and expenditures, and supervise the business affairs of the Hospital to insure that funds are expended to the best possible advantage;

Be responsible for the maintenance of all physical properties;

Perform any other duty within the express or implied terms of his duties hereunder that may be necessary in the best interest of the Hospital;

Designate, in writing, other individuals by name or position who are, in order of succession, authorized to act for him during any period of his absence from the Hospital; and

Perform such other duties as the Board shall from time to time direct.

Annual Report. 

Within a reasonable period of time after the close of each fiscal year, the Administrator shall submit to the Board an annual report which shall contain, without limitation:

The organizational chart for the Hospital’s current fiscal year;

Financial statements for the Hospital’s immediate preceding fiscal year;

The capital budget and operating budget for the Hospital’s current fiscal year;

A schedule of proposed major activities for the current fiscal year;

A summary of the Hospital’s compliance with the laws and regulations of federal, state, and local government agencies and with the standards, rules and regulations of the various accrediting and approval agencies; and

A statement of the condition of the Hospital and a summary of its activities offered and services to the public.
